Winkelman Flats Public Park serves as the entry RAP and parking lot. Single lane Kelvin bridge is the exit RAP. Seen parrots at Kelvin every time I've launched from there. Both are comfortable and easy spots to rig/unrig at with Winkelman being exceptionally accessible. View upriver from the bridge.
